Mobility Pricing Independent Commission delivers final report to TransLink and Mayors’ Council

The Mobility Pricing Independent Commission presented its final report to the Mayors’ Council and TransLink Board of Directors on May 24, 2018. The Commission’s report (Metro Vancouver Mobility Pricing Study: Findings and Recommendations for an Effective, Farsighted, and Fair Mobility Pricing Policy) is the culmination of an eight-month research and public engagement project to understand how a mobility pricing system could be implemented in Metro Vancouver that would manage congestion, promote fairness and support investment.

The Commission was made up of 14 representatives from across Metro Vancouver that participated as private citizens and was supported by a project team of staff and consultants.  Compass was the lead consultant on the project team for providing strategic decision support services. We worked closely with the project’s transportation experts and public engagement consultants to design an evaluation process of mobility pricing options for motor vehicles in Metro Vancouver.

The evaluation used structured decision making methods to break down a complex topic, expose value-based trade-offs across mobility pricing alternatives and identify ways to minimize those trade-offs. The evaluation consisted of a coarse-level screening evaluation of all options for charging motor vehicles followed by an in-depth evaluation of the leading options that included 4 rounds of iterative analysis to narrow in on possible alternatives for Metro Vancouver. Each round of analysis was presented to the Commission for feedback and direction and could be directly linked to concerns identified through public engagement. In this way, the evaluation ensured the Commission had integrated and relevant analysis to inform their recommendations on mobility pricing policy in Metro Vancouver.
